I've enjoyed cheering for a Pies or Port loss for reasons that extend beyond them being the Pies or Port.
I've never been a huge fan of teams being 'rewarded' in the draft by losing, but I think teams bad teams should be able to have an earlier pick.
My suggestion is that if after round 17 (when presumably you've played everyone once), if you hold your own pick you have to trade it with another team's pick in that draft, starting from bottom to top.
So the bottom 5 clubs are currently:
14. Adelaide (26)
15. St Kilda (24)
16. West Coast (12)
17. North Melbourne (8)
18. Richmond (8)
So, Richmond has to trade first, and obviously they take North's pick. Then Richmond is incentivised to finish higher than North on the ladder by winning their remaining games - and hoping North lose theirs.
North picks next, and takes Richmond. Same applies.
The Round 21 match between Richmond and North then becomes a defacto playoff for the first pick, but instead of both teams subtly trying to lose, the winner actually greatly improves their chance of the first pick.
I know it's too complicated, but it would be way more fun than the current system of coaches and clubs pretending not to rort the system, or teams like North who actually (admirably but foolishly) tried to avoid a wooden spoon don't gift someone like Harley Reid to West Coast who have no same.
